Eventually it just does that. Depending on your phone, it can eventually do a real number on your phone, too. I play exclusively mobile and watch the ads daily, and there are some few that are CPU-intensive that just tear my phone up. Sometimes going off and doing something else will make it go away when you come back. It has nothing to do with internet speed. Just exit out and keep trying, or take it for the warning that it is that your phone CPU is becoming overloaded.
Or you can go clear your cache for apps that run a lot of ads.
(All this is from an Android perspective. Might be different on iOS.)
